Melling – Trying out its new Prescot Rd/Bank Lane safe cycle route

I’ve mentioned this Liverpool City Region project previously (see links below) but now the M58 ‘Ashworth’ Junction to Kirkby part is complete* – here’s my review of it.

From the M58 ‘Ashworth’ Junction south eastwards towards the Pear Tree Pub there’s a cycle path on both sides of the road (Maghull Lane) up to the junction with Prescot Road. If you’ve read the 2nd link above you’ll note my frustration with the fact that the cycle path on the left-hand side has not been taken round into the Ormskirk bound carriageway of Prescot Road but stops just before the junction! This effectively invites cyclists to rejoin the road at a dangerous point if they’re going towards Aughton/Ormskirk. Bad planning in my view. From this junction, there’s only one cycle path on the right-hand side heading along Prescot Road. The path is wide so easily caters for cycles to pass each other. Here’s a photo looking towards the Pear Tree Pub/junction (in the far distance) with the M58 junction being behind the camera:-

The previously threatened bus shelter**, of significant Melling heritage, which was fortunately saved can be seen in this shot with the Pear Tree Pub in the background.:-

To get around the Pear Tree Pub the cycle path follows Prescot Road at the forked junction and then, via a traffic-lighted crossing, passes to the rear of the pub to join Bank Lane. Here’s the crossing:-

And here’s my final shot looking down Bank Lane where the new cycle path joins a longer-standing one which takes cyclists into Kirkby:-

All in all an excellent piece of cycling infrastructure of the highest quality. Nice to see that it’s fully signed, unlike the new cycle path along the A59/Northway in Maghull. The hedging has been replanted so another environmental tick in the box there.

When the section into Maghull and its North Railway Station is constructed (at some point in the future – I know not when) a valuable complete safe cycling route will have been provided. Oh but please do that short missing section into Prescot Road from Maghull Lane for goodness sake! And on that note I’ll repeat something I often say about cycling infrastructure, it’s all well and good doing these grand and often expensive projects but sometimes relatively minor cycling solutions all over our communities remain unattended to. Identifying and tackling those many small projects needs to be a priority. If Sefton Council wants to know my list then I’ll happily supply it but in case I’m becoming a grumbler let me say again the new cycle path I post about here is most welcome and of high quality.

* The section running into Maghull and its North Railway Station will, I assume, be constructed along with the development of the vast Maghull East Urban Extension.

** Storm Arwen took the roof off this bus shelter and there was a great idea from a local resident to replace it with a living roof. I backed that idea and Tweeted my support for it to Merseytravel which they seemed to like the idea of. I note that the new roof is however not a living one, but what I don’t know is whether this is a temporary fix prior to putting a living roof on. Does anyone know more about this?

A59 Cycle Path – Switch Island to Robins Island

A59 Cycle path becomes narrow pavement at Robins Island.

I’ve mentioned before my desire to see a safe cycle route through Maghull and Lydiate from Switch Island to Robins Island and I took the matter up with Sefton Council Highways. This is what they had to say:-

‘We have actually identified this as an issue and are pursuing a proposal to develop a cycle route between Switch Island and Robbins Island as one of our priorities. We have secured funding for the initial section which will link Switch Island to the service roads to the north of the Dover Road/ Liverpool Rd junction through the local growth fund(LGF), this should be delivered over the next 18 months. We have a separate bid for funding which is currently on a reserve list for schemes to be funded through the LGF which would extend this further from Hall Lane to the Eastway/ Westway junction and once this has been secured will be seeking to extend the route up to Robbins Island, once funding opportunities arise.’

Some good news here and the first section, funded by Highways England (see second photo), is now complete but clearly it is likely to be some years before the whole missing section of cycle track alongside the A59/Northway through Maghull and Lydiate is completed. Let’s hope for as quick a construction period as possible in these most uncertain and cash strapped times.

Switch Island – Why put a lamp post in the middle of a narrow cycle path?

Alternatively, why paint guidance markings for a cycle path so that cyclists can’t actually use the path because there’s a lamp post in the middle of it?

The following photos have been sent to Highways England who are responsible for Switch Island in the hope that they will consider addressing the error of their ways.

You see it’s not just vehicles that are led a merry dance around this infamous traffic island/junction.

Maghull to Kirkby via Melling – A cycle path for Prescot Road/School Lane?

Well it seems so as Sefton and Knowsley Councils are planning to construct one.

It will effectively run from the site of the new Maghull North railway station, over the Ashworth Junction of the M58 (where there’s already a short section of cycle path taking cyclists around the busy motorway junction) and on down Prescot Road towards Kirkby. The photo below shows the end of the present cycle path as you go around the junction heading towards Melling Mount:-

Sefton and Knowsley Councils are still developing proposals for the cycle track but the project has funding secured. Construction is scheduled for 2020 as I understand it. However, construction of the first section adjacent to the junction will take place soon as part of the contract to build the new westerly slip roads to the M58 junction. This move should alleviate the cyclists problem on the Kirkby side of the junction which I have previously identified.

I’m also told that on the Maghull side of the motorway junction, there will be a requirement on the developer/s of the proposed business park and housing development to continue the cycle path across the whole of the north of the site alongside School Lane. What is being referred to here is Maghull’s urban extension on the Maghull East site. The map below may assist in understanding the geography of what I’m blogging about:-

Melling – When a cycle path ends

Being a cyclist I get used to cycle paths ending in odd places (probably where the money runs out!) but one place in Melling just past Junction 1 of the M58 is a real pain and it’s potentially dangerous too. Below is a shot of the ending, where the cycle path rejoins the road:-

The motorway junction is behind the camera. The effect of the cycle path ending here is that a cyclist has to look right around behind them to see if the traffic is clear before rejoining the road. But the joining place is too close to the roundabout in my view, so you can’t easily see vehicles coming around it or off the M58 slip road, at speed, at all clearly.

I’m pretty sure the highway engineer who picked this spot for the cycle path to end could not have been a regular cyclist.

However, I may well have some good news about the cycle path being extended towards Melling Mount and beyond soon. Watch this space.

Lydiate – More work on that Neighbourhood Plan

Yes I know it seems to go on forever, putting one together for Lydiate Civil Parish that is. And yes I’m still a skeptic of them, seeing NP’s as of little or marginal benefit only, at best.

But whatever I’m doing my bit to help put together the Lydiate one.

Our last Neighbourhood Plan meeting went into all kinds of detail but two particular areas really interested me, the lack of a cycle path on the A59/Northway through Lydiate and the poor state of the canal tow path through Lydiate.

What have these issues got to do with a Neighbourhood Plan you might ask. Well the connection is that when house building does takes place in Lydiate developers have to provide money to support local infrastructure. Presently that’s via a process known as Section 106 agreements. They may be morphing into CIL – Community Infrastructure Levy – but Sefton Council can’t seemingly make up its mind whether to make the change or not. But whichever process is used it means that the Parish Council can try to direct how up to 25% of that money is spent.

The two major areas that we have identified, via our NP process, are upgrading the tow path of the Leeds Liverpool Canal tow path through Lydiate and addressing the lack of a cycle lane alongside the A59/Northway through Lydiate.

It’s still the same now and we want it upgraded so that cyclists and pedestrians can make greater use of it. A wider hard wearing surface is required.

With regard to the cycle path along the A59/Northway, it comes to an abrupt halt at Robin’s Island. North of here there are cycle paths on either side of the dual carriageway through Aughton Civil Parish. We would like to see a safe cycle path/route coming into Lydiate. So there are a couple of our stated ambitions in the draft NP for Lydiate. Lydiate folk will get to vote on the plan, via local referendum, before it is finalised I might add.
