Lydiate’s 1994 Centenary

Lydiate Parish Council celebrated its centenary back in 1994 and a civic service was organised to mark the milestone. Parish Councils were created via Gladstone’s 1894 Act of Parliament, Lydiate is one of the original 1894 Civil Parishes.*

Above is the front cover of the pamphlet produced for the event. I recall many of the names on the Parish Council back then as I was, back in 1994, a neighbouring Maghull Town** Councillor. Some of the members from 1994 still live in Lydiate whilst others have sadly passed on or have left Lydiate***.

* More Parish Councils have been created since then. Locally, Hightown PC and Formby PC are later additions to Sefton Borough’s present list of 10 such councils. Oddly, one Parish Council in the Borough (Netherton) was abolished quite some years back.

** Parish and Town Councils are exactly the same in terms of powers and functions, the only difference being that a Town Council elects a Mayor and a Parish Council a Chairperson.

So how do Parish Councils really behave?

I’ve been a parish councillor continuously since September 1985 on Maghull Town Council and in more recent times on Lydiate Parish Council so you won’t be surprised to hear that after the carryings on at Handforth Parish Council, so beloved of the internet and media in the past couple of weeks, I’ve been asked by folks whether I’ve ever witnessed or even been a part of such ‘entertainment’.

I’m happy to say that I’ve not. Yes I’ve seen the odd flare of temper and odd inappropriate/rude remark, the odd bit of disrespect but usually it’s been directed at parish councillors by frustrated members of the public lobbying for help/support over a matter of importance to them. Driven by frustration over whatever matter brought the member of the public to a parish council meeting and quite probably because the angered resident quickly found out that whatever was buzzing in their bonnet could not actually be fixed by the parish council, can tip someone over into impolite commentary.

I do recall one chap who for a period of time would come to Town Council meetings and his tone and rudeness was regularly over the top but everyone kept their cool and the responses from the Town Councillors were firm but polite. My view was that he came for arguments on various matters and was deliberately provocative but as I say the councillors did not rise to the bait. That’s not to say many of us weren’t tempted!

In my 16 years as a Sefton Borough councillor I had at one time 5 parish councils within my Borough ward and they were all very different in how they went about things as parish councils usually are. District, Borough and County councils are pretty much of a muchness no matter who or what party is running them as 95% of what they do is the same as any similar council. However, parish councils can be very different animals despite existing under the same basic law and rule book.

I spotted Jim Hancock’s remarks on this very subject yesterday (on his Hancock’s Half Page Blog site) where he said:-

‘LYMM NOT HANDFORTH.

I see the councillors in the Handforth parish were making fools of themselves again this week. I spent a recent evening watching the proceedings of Lymm Parish Council. The councillors dealt efficiently with issues from flooding to litter with a smile on their face.

I suspect that’s the case with most town and parish councils. After we’ve had our fun over Handforth, we should acknowledge the selfless work at this level of our democracy.’

I like parish councils and their diversity. Yes some can become akin to private members clubs where they don’t hold elections every 4 years (this happens where there are insufficient nominations to trigger an election) but they are the bedrock of our democracy as they are the closest form of governance to the electors. Yes I would change them if I were in government by giving them more powers and responsibilities over very local matters such as street cleansing, the running of parks and gardens and the like.

I bet for every bad parish council you could come across there’d be 20 or more which are a credit to their village, neighbourhood, community……..

Lancashire – Still squabbling over local government changes

I’ve said before that the piecemeal reorganisation of what was once the huge county council (with numerous small district councils such as West Lancs Borough) area of Lancashire has ended up leaving a mess of everything that has not already become a unitary authority.

Lancashire should have been sorted out as one whole package

The process of doing bits here and there over numerous years via different governments has led directly to this mess and muddle. I support the move to unitary authorities as in my view having a County, a District and often a Parish/Town Council too has not worked.

Power to the Parishes!

Getting rid of the muddle in the middle i.e. the District Councils is the right thing to do. However, it should be being done whilst devolving more powers and responsibilities to the network of Parish and Town Councils across the County (and set up new ones where they don’t presently exist) – of course that’s not being done!

Who cares what the Parish Council thinks, we’ll fly the flag anyway!

Oh dear, as a parish councillor for 35 years and a long-time supporter of parish councils generally this situation saddens me. How on earth can flying the rainbow flag be anything but a positive thing in any community…..

Civil Parish boundaries and what they mean

The other day I received a letter raising an issue that unless you have been close to how parish councils are allowed (by statute) to operate you may well not be aware of.

It concerned Maghull Town Council’s distribution of Christmas hampers but it could have been about other expenditure of that or indeed any other parish council. You see parish councils are limited in the main from expending money other than for the benefit of the civil parish residents of their own parish. So for example Melling Parish Council could not expend money in say Aintree Village Civil Parish unless doing so would create a benefit for Melling residents.

In the case of the issue raised with me it was someone wishing to nominate a Lydiate Civil Parish beneficiary for a Maghull Christmas hamper. The answer from Maghull Council was no and the reason for the no was the legislation that made the rule that I mentioned above. To be fair I think a newspaper article had inadvertently contributed to the uncertainty as it had, I’m told (I didn’t actually see the article), not made it clear that nominations were limited to Maghull residents.

Of course there’s a wider issue here as to whether individual parish councils should or indeed should not do certain things. In the case of Christmas hampers for the elderly/needy some parish councils will distribute them and others will choose to spend the council tax they collect in different ways. I’m not taking sides here just trying to say that each individual parish council will spend its money in differing ways, sometimes very different ways but so long as the expenditure is within the law then that’s fine – it’s a policy decision.

Those who know me well will realise that I’m a big fan of parish councils as they are the closet form of democracy we have to the people. I love the quirkiness of parish councils and the fact that they each can move in very different ways to address the perceived needs of their own community. This is so different from District, Borough and County councils which can be so similar in what they do or don’t do, no matter which political party is running them.

I’ll of course bring the letter I received to the attention of Lydiate Parish Council.

2019 Parish Council elections in Sefton Borough – Some interesting situations

I’m a bit of a parish council nut as I’ve been a parish councillor since 1985 and always seek out quirky things on the notice boards of parish councils when I travel around England.

This year was the year in which all parish councils were potentially up for re-election. Unlike most district and Borough councils (who tend to elected in thirds) parish councils are elected once every 4 years when the whole of the council is potentially at the mercy of the electorate. Some parish councils however never really have elections as only enough or too few nominations are forthcoming and candidates are elected unopposed.

There are 10 parish councils within Sefton Borough – they are:-

Little Altcar PC – had an election
Formby PC – had an election
Ince Blundell PC – no election
Thornton PC – no election
Hightown PC – no election
Sefton PC – had an election in one of its 2 wards
Melling PC – had an election
Lydiate PC – had an election in all 3 wards
Maghull TC* – had an election but only in one of its 4 wards
Aintree Village PC – no election

* There is no real difference between a Parish or Town Council other than a Town Council can elect a Mayor instead of a Chairperson

Here are a few highlights from the elections which took place on 2nd May at the same time as the Sefton Borough elections

Little Altcar Parish Council (7 seats) – Formby Residents Action Group 6, Green Party 1

Formby Parish Council (15 seats across 2 wards) – Formby Residents Action Group 11, Conservatives 3, Labour 1

Ince Blundell Parish Council (5 seats) – Only 3 nominations for the 5 seats on this council – Independents 2, Formby Residents Action Group 1 (all elected unopposed), vacancies 2.

Thornton Parish Council (7 seats) – Only 2 nominations for the 7 seats on this council – Conservative 1, Green 1 (both elected unopposed), vacancies 5 * – potentially the additional 5 seat can be filled by the 2 unopposed/elected councillors co-opting up to another 5 councillors? Could be time to consult the Bible of Parish Council administration by Charles Arnold-Baker.

Hightown Parish Council (7 seats) – Only 5 nominations for the 7 seats on this council – Independents 5 (all elected unopposed) Vacancies 2.

Sefton Parish Council (7 seats across 2 wards) – Independents 6, Green Party 1

Melling Parish Council (11 seats) – Melling Resident 8, Labour 1, Independent 1, Asst Leader Cub Scouts 1 – Labour put up 12 candidates for the 11 seats but only got one elected. However, a Labour Borough Councillor for Molyneux ward (which includes Melling Parish) stood as a Melling Resident and came top of the poll.

Lydiate Parish Council (9 seats in 3 wards) – Labour 7, Lib Dem 2

Maghull Town Council (16 seats in 4 wards) – Labour 12, Conservative 2, Independent 1, Vacancy 1 – Labour effectively lost 4 seats having previously held all 16 on this council. It seems that a candidate elected under the Labour banner subsequently declared as an Independent after the elections. It also looks like a Labour member of this council sits on Melling Parish Council as well but as a Melling Resident not as a Labour councillor.

Aintree Village Parish Council – (12 seats across 2 wards) – Independent 8, Green 2, Labour 2 (all elected unopposed)

My thanks to Andrew Blackburn who helped me trawl through information on Sefton Council’s and other websites to pull together this information. I hope the information is correct but if you see an error please flag it up so that I can correct it.

Oh and one final note – Vacancies on Parish/Town Council can be filled by an election being held, however, if no candidates come forward to stand in an election then the council has the power to co-opt people to fill the vacancies.
